In private industry an investment of significant sums must be justified to shareholders. Is it an unreasonable expectation that the government of the day be held to the same standard? The larger question is should governments be acting as bankers? If a business plan can support a commercial bank loan why are governments acting as lenders. If a business plan can’t support a commercial bank loan why should government step in?

There is a role for governments to act to stimulate business (perhaps, in part, through procurement), but should they be acting as bankers?
